The European Space Agency (ESA)

ESA oversees the development and delivery of all European space activities.  This includes the EGNOS and Galileo programmes.  ESA coordinates mission control for all programmes at the European Space Operations Centre (ESOC) at Darnstadt in Germany.Space projects are developed assessed and monitored at European Space Research and Technology Centre (ESTEC) in Noordwijk, Holland.Earth Observation research is carried out by the European Space Research Institute (ESRIN) in Frascati, Italy.

The European GNSS Agency (GSA)

The GSA is the regulatory authority responsible for ensuring that the European GNSS constellation is developed with the best interests of the European public and businesses in mind. It has been delegated responsibility for managing EU funding for GNSS.
